With reference to Your Excellency's letter

No.K.782 of the7th March marked Secret, I have the honour

to enclose a copy of a despatch that I have addressed to

the Secretary of State for the Colonies regarding the application of the Asiatic Petroleum Company for the lease of the site on Canton Road, Kowloon, for an Oil Fuel

Installation.

I do not desire to suggest any addition to the tel agram enclosed in your letter lo.K.782 of the 2nd March, but it appears to me that it would be difficult to find a more isolated and remote site which would afford

equal, or even approximately equal, facilities for bunkering ships by means of pipe lines.
